Belmont-Harrison-Noble County Boards of Developmental Disabilities

The Noble County Board of Developmental Disabilities is part of the BHN Alliance, a partnership with the Belmont and Harrison County Boards of Developmental Disabilities in which certain administrative functions are shared. This partnership, the first between county boards in Ohio, was formed to create efficiencies and preserve limited financial resources. The three boards share 10 administrative functions, including Superintendent, Service and Support Administration, Medicaid Services Management, Quality Assurance and Early Intervention. The most important thing shared between the boards, however, is our philosophy of self-determination for the people we support and the manner in which their needs are met. We get to know the people we support. We listen and we learn what is important to and what is important for each one. This person-centered approach means that supports are coordinated in ways that are respectful and meaningful.

In 2012, the BHN Alliance received the Visionary Leadership Award from the Ohio Department of Developmental Disabilities for being pioneers in the field of shared administrative services.
